Policy Framework
Government Actions
The government has developed a set of policy papers to guide the public investment for the incoming years. Most of these documents were finalized recently and some are advanced drafts. This is good for WFP as it allows it to align with the government with the new PRRO, as there is convergence between these policy and programme papers and the draft PRRO.
Under the general goal of economic growth and food security, the Afghanistan National Development Strategy (ANDS) was launched last year, covering the period 2008-1013.
In a hierarchical form, the linkages with sectoral policy papers are presented in graph 6. Moreover, a synthesis of the policy strategies and programmes per sector is presented in graphs 7 to 10. In each case, the contributions of WFP are pointed out. The analysis of these graphs allows all partners coherent planning for coming in support of the government.

The ANDS is linked to the line ministries through the different pillars. The important sectoral schemes are presented in the next pages. WFP is linked to them through activities in its current PRRO, and it is planned expanding its collaboration with different government institutions to strengthen the ongoing plans.

WFP is closely collaborating across the different programs with child and maternal supplementary feeding, maternal care and maternal education, wheat flour fortification as well as with food assistance to TB patients.
The MAIL has also its own strategic framework, as presented in the following pages.

Not shown in the above and below graphs but underlying in every sectoral strategy are the cross-cutting issues defined in the ANDS: regional cooperation, counter narcotics, anti-corruption, gender equity, capacity development and environment.

WFP is linked to the NADF through activities like food for work/assets and natural resources management, and P4P.
The Ministry of Education is another important government player. Its strategic and operational framework is as follows:

WPF supports the MoE through strong coordination with provincial authorities, intervening with school feeding, vocational training (Food for Training), Teachers Training (especially female) and in the recent past, school construction (schools, kitchen, boundaries for girl schools and other facilities). Take-home rations as incentives for school girls have shown positive effects on enrollment.
Humanitarian assistance is done by several government institutions, lead by the National Social Protection Strategy, as shown in the following graph:
